Newsletter n.12/2020 - Sospendiamo, dopo la pandemia, il tempo sospeso dell’Europa politica

Stiamo vivendo in un tempo sospeso in attesa che finisca l’emergenza, che la scienza e la società, chiusa alla quotidianità del vivere insieme, mettano fine alla aggressività letale del virus con la speranza che la scoperta di un vaccino prevenga in Europa e nel mondo una nuova pandemia.

In questo tempo sospeso, siamo coscienti di ciò che è stato prima della pandemia e di ciò che è condizionato oggi dalle regole emergenziali che sono state suggerite dagli scienziati e decise – non senza polemiche – dalla politica.

In questo tempo sospeso è stata in parte sospesa la quotidianità della vita sociale della democrazia partecipativa, con la rilevante eccezione delle attività di volontariato. È stata in parte sospesa anche la quotidianità della vita politica della democrazia rappresentativa, con una forte riduzione del potere delle assemblee parlamentari quasi sempre nel rispetto delle costituzioni, al contrario di quel che è avvenuto in Ungheria dove il Orszaghaz (l’Assemblea nazionale) si è auto-sospeso a tempo indeterminato a favore del governo illiberale di  Viktor Orbán nonostante le proteste al di fuori dell’Ungheria.

Dopo la pandemia non potremo e non dovremo più tornare alla “normalità”, perché gli effetti della sospensione del tempo dovranno sollecitarci a riflettere sul modello delle nostre società e su alcuni aspetti essenziali del vivere insieme.

Pensiamo alla riorganizzazione dello spazio e al ruolo delle città, all’organizzazione della mobilità e alla redistribuzione del tempo, al ricambio generazionale e alla parità di genere, alle forme della partecipazione civile, alla democrazia economica, alla formazione permanente, allo sviluppo della comunicazione e al pluralismo dell’informazione.

La necessità di una prosperità condivisa, della lotta alle diseguaglianze e alla ricerca di forme più diffuse di uguaglianze delle opportunità, con particolare riferimento alle opportunità di genere e alle opportunità generazionali, richiederà un ruolo accresciuto della dimensione europea verso maggiori interdipendenze fra le nostre società e perché il valore della democrazia – reso opaco nel tempo sospeso – può essere recuperato in modo simmetrico solo a livello europeo.

Nonostante un’opinione largamente diffusa e apparentemente razionale secondo cui la priorità del dopo-pandemia dovrà essere data solo agli aspetti economici e finanziari del piano di ricostruzione (il Recovery Plan), noi siamo convinti che il tempo della politica europea non potrà essere più sospeso.

Accanto alla ricostruzione economica e sociale, bisognerà mettere mano alla ristrutturazione della casa comune europea riaprendo il “cantiere Europa” (aperto ai “non addetti ai lavori”) che è stato chiuso all’interno dell’Unione europea nel 2007 con la firma del Trattato di Lisbona,  mentre sono stati aperti al di fuori dell’Unione europea dei cantieri intergovernativi che hanno prodotto guasti di cui paghiamo ancora oggi le conseguenze.

Il tempo della ristrutturazione della casa comune non può seguire i tempi troppo lenti e troppo lunghi di una Conferenza europea sul futuro dell’Europa, nata prima della pandemia senza legittimità democratica (accountability) e capacità di decidere (power to deliver) e destinata a durare due anni per poi offrire solo delle “raccomandazioni” al Consiglio europeo.

Noi siamo convinti che la legittimità democratica europea e la capacità di decidere (a maggioranza) risiedono nel Parlamento europeo, che può esprimersi a nome delle cittadine e dei cittadini che lo hanno eletto e assumere la leadership – come esso stesso ha scritto nella risoluzione del 15 gennaio 2020 – di un processo che noi riteniamo debba essere costituente per aprire la via verso la realizzazione della finalità federale dell’integrazione europea iscritta da Jean Monnet nella Dichiarazione Schuman del 9 maggio 1950.

Poiché si dovrà verificare se esiste la volontà in tutti i paesi dell’Unione europea e nei paesi candidati all’adesione ad accettare il passaggio dall’Unione ad una Comunità federale, noi  riteniamo che la Conferenza sul futuro dell’Europa - aperta alla partecipazione di  rappresentanze dei parlamenti nazionali e di organizzazioni europee della società civile - possa essere uno spazio pubblico transnazionale in cui il Parlamento europeo possa verificare il livello e l’ampiezza di questa volontà durante il suo lavoro costituente.

Sarà essenziale il coinvolgimento dei partiti politici a livello europeo a cui il trattato attribuisce il compito di contribuire “a formare una coscienza politica europea e ad esprimere la volontà dei cittadini dell’Unione” (art. 10 TUE).

Noi auspichiamo che il Presidente del Parlamento europeo  David Sassoli e i leader dei gruppi politici affermino di comune accordo questa volontà costituente il 9 maggio 2020 a settanta anni dalla Dichiarazione Schuman.

Noi auspichiamo che l’assemblea adotti il 9 luglio 2020, a quaranta anni esatti dall’avvio dell’azione sostanzialmente costituente del Parlamento europeo su impulso di Altiero Spinelli, adotti una risoluzione che fissi in termini di contenuto, di metodo e di agenda i confini del suo lavoro costituente.

Il Presidente del Parlamento europeo potrebbe invitare ad assistere al dibattito e al voto i presidenti dei  parlamenti nazionali dei 27 e dei paesi candidati, una delegazione dei giovani che avrebbero dovuto partecipare alla fine di maggio allo European Youth Event e, come rappresentanti dell’Europa delle idee, i Premi Nobel europei in tutte le discipline.

Al termine del processo la parola deve tornare proprio alle cittadine e ai cittadini europei attraverso un referendum pan-europeo.

 After the pandemics we have to suspend the suspended time of the Political Union

We are leaving in a time suspended waiting the pandemics will end, that the scientific world and the society closed to the every day life of living together will stop the lethal aggression of the virus with the hope that a vaccine could prevent a new pandemics. 

In this suspended time we are aware about what has been before the pandemics and what is influenced today by the emergency rules suggested by the scientific world and decided – not without contrasts – by the governments.

In this suspended time the every day life of the social life in the participatory democracy has been suspended with the relevant exception of the voluntary activities.

The every day life in the representative democracy has been also suspended with a strong reduction of the parliamentary assemblies’ powers normally with the respect of the constitutions apart in Hungry where the Orszaghaz (the Hungarian national assembly) has been self-suspended for a indefinite time in favour of the illiberal government of Viktor Orbán, despite the protests in and outside the country.

After the pandemics we can’t and we shouldn’t come back to the “normal” life, why the effects of the suspended time should urge us to reflect on the model of our societies and on the essential aspects of our common life.

We are thinking about the re-organization of the public space and the role of the cities, the organisation of the mobility, the redistribution of the time, the generational change and the gender balance, the civic participation, the economic democracy, the long life learning, the development of the communication policy and the media pluralism.

The needs of a share prosperity, the fight against inequalities and the research of larger equal opportunities for the women and the young people will require an increasing role of the European dimension because of the greater interdependencies between our societies and why the value of democracy – weakened by the suspended time – can be regained in a symmetric way only at European level.

Despite the fact that a larger opinion is supporting the idea of the exclusive priority of the economic and financial elements of the recovery plan, we are sure that the time of the political Union can no longer be suspended and that we have to put hand to the restructuring the common European house re-opening the European building-site (without the no entry sign to unauthorized persons).

This building-site has been closed in 2007 with the signature of the Lisbon Treaty but other intergovernmental building-sites have been opened outside the European Union producing failures of which we still pay today the consequences.

The time of the European common house renovation can’t follow the too slow and too long time of the European Conference on the future of Europe, an idea born before the pandemic without accountability and power to deliver, intended to last two years and to offer “recommendations” to the European Council.

We believe that only the European Parliament has the accountability and the power to deliver by majority speaking on behalf of EU citizens and assuming the leadership of a constituent process in view of the federal achievement of the European integration written by Jean Monnet in the Schuman Declaration the 9th of May 1950.

Since it will have to verify if there is a will to accept the transition from the EU to a Federal Community in all the EU and the candidate countries, we believe that the European Conference on the future of Europe – open to the national Parliaments and the CSOs – could be the public transnational space where the EP would check the level and the amplitude of this will during its constituent work.

It should be a priority the engagement of the political parties at European level “to create a European political awareness and to express the will of the EU citizens” (art. 10 TEU).

We suggest that the President of the EP, David Maria Sassoli, and the leaders of the Political Groups act together their common agreement of the constituent will the 9th of May 2020 seventy years after the Schuman Declaration.

We suggest that the Assembly adopt the 9th of July 2020 - forty years after the first constituent act the EP on the initiative of Altiero Spinelli – a resolution establishing the terms of reference of the content, the method and the agenda of its constituent work.

The President of the EP could invite to this plenary session the presidents of the national parliaments of the 27 MS and the candidate countries, a delegation of the young people selected for the European Youth Event and the EU Nobel Prizes representing the Europe of ideas.

At the end of the constituent process the voice will come back to the EU citizens through a pan-European referendum.
